Summary

The history of the development of permanent education dates back to 1988, when the
Ministry of Education and Sport and the Institute of Education and Sport of the Republic
of Slovenia activated the area with the planned establishment of the Special Educational
Community for Pedagogical Orientation, while the official start of the implementation of
various permanent education programs started the year later. It should be emphasized that
some forms of education had been implemented before 1989. Breda Oblak’s professional
contacts with teachers were thus practically present throughout the whole period of her
professional work. We record more than 50 different places across Slovenia and in
neighborhoods in which Breda Oblak independently led seminars, but it is also necessary
to emphasize the quantity, since Breda Oblak visited some of these places several times,
especially in larger organizational centers. In prionciple, meetings in the form of musical
workshops, lessons, lectures and consultations were related to general music education, as
well as the Music Theory and early Music Education in Music Education.

Seminar education, entitled »Glasbeni Bovec«, was organized in Bovec between 1989 and
1993 under the auspices of the Academy of Music of the University of Ljubljana, the
National Education and Sport Institute Slovenia and the Bovec Cultural Center. The main
creator was Breda Oblak, whose idea of the permanent education of music pedagogues
has become the central guide of Bovec musical meetings. As a Vice Dean for Student
Affairs (1989–1993) at the Academy of Music of Ljubljana, she was in charge of
leadership and organisation of programs on one hand and for professional contributions in
the field of musical didactics as a high school lecturer on the other hand. During this
period, six programs were conducted, which were set up holistically – besides seminars,
where domestic and foreign experts discussed about current music-pedagogical issues
every year, which concerned both the individual lessons of instruments and the teaching of
music in general education, and the teaching of Music Theory and Solfeggio,
accompanying concerts were also organized.

The Bovec seminar upgrading is a fundamental shift in the permanent education of music
pedagogues in Slovenia and has significantly contributed to more efficient cooperation of
various profiles of music teachers and, in general, to the overall concept of music
education throughout the entire music education system.
