                  ing. However, the Education Development Strategy in Serbia until 2030 rec-
                  ognizes AI as a key element in education and encourages the development of
                  digital skills at all levels. At the university level, the Law on Higher Education
                  emphasizes academic autonomy and quality assurance, while the Strategy
                  for the Development of Artificial Intelligence in the Republic of Serbia (2020–
                  2025) specifically promotes research and innovation in AI, including cooper-
                  ation with the private sector and teacher training. Thus, the university level
                  emphasizes the research and innovation potential of AI, while the pre-univer-
                  sity level focuses on the development of basic digital skills and the basis for
                  the application of AI in later education.

                        − Law on Primary Education and Education.35 The law regulates primary
                       education in Serbia, ensuring that every child has access to free prima-
                       ry education. It includes mandatory subjects such as technology and
                       information literacy, which could lay the foundation for introducing
