                        − Law on Primary and Secondary Education in Kosovo.16 The law focuses
                       on regulating the structure and provisions of public and private edu-
                       cation at the primary and secondary levels. The law does not explicitly
                       mention AI in education. Instead, it provides a general framework for
                       compulsory education, school standards, and the rights to education
                       for all children. While it does not address AI or digitalisation in deta-
                       il, the law lays the groundwork for potential future developments in
                       integrating technology and digital literacy into the education system.

                        − Education Strategy 2022–2026.18 The strategy focuses on transforming
                       Kosovo’s education system with an emphasis on digitalisation. It high-
                       lights the need for a centralised digital learning platform (Shkollat.org),
                       digital competencies, and improved access to digital tools across pri-
                       mary and secondary education. AI is not specifically mentioned, but
                       the strategy emphasises digital learning and modernising education

                  Montenegro
                  The Ministry of Education, Science and Innovation centrally manages educa-
                  tional policy in Montenegro, overseeing the overall direction of education.
                    Montenegro’s educational institutions encompass preschools, schools,
                  educational centres, adult education providers, universities, and upper secon-
                  dary non-tertiary schools. These may be classified as either public or private.
