                       include digitalisation, enhancing digital skills, and fostering innovation
                       in line with EU goals. AI is not explicitly mentioned, although there is a
                       focus on ICT development and promoting STEM education. Issued by

                  not address the issue of artificial intelligence in education.


                  Kosovo
                  The education system in Kosovo faces considerable challenges, particu-
                  larly in literacy and teacher development. As of 2018, 79% of 15-year-olds
                  struggled with reading comprehension, a much higher rate than the Western
                  Balkans’ average of 54% or the EU’s 24%. Additionally, Kosovo’s teachers were
                  less likely to engage in professional development or adopt adaptive tea-
                  ching methods. These challenges are critical for a country with the youngest
                  population in Europe, with 30% of citizens under 18.15 To address these issu-
                  es, Kosovo is focusing on digital learning, especially in the wake of school
                  closures during the COVID-19 pandemic. The Ministry of Education, Science,
                  Technology, and Innovation (MESTI) is building on digital initiatives launched
                  during the pandemic. One key initiative is Shkollat.org, a digital learning
                  platform created in collaboration with UNICEF and Microsoft. This platform
                  provides educational content in multiple languages and is aligned with the
                  curriculum for grades 1-12.
