lated to AI in primary and secondary schools, where students acquire basic
knowledge about AI through subjects such as technology and informatics.
Additionally, universities have master’s and doctoral programs dedicated to
artificial intelligence, and research centers and supercomputers support AI
development and research. With this, Serbia is laying the foundations for har-
monizing the education system with the needs of modern society and the
labor market in which AI plays an increasingly important role.
State of AI Regulation on WB
Albania
Education in Albania is provided by both public and private institutions at
all levels, from pre-university to higher education. The Ministry of Education
and Sport oversees pre-university education and higher education. It is re-
sponsible for setting policies, ensuring the implementation of educational
standards, and coordinating the educational calendar, including key exams
such as the matura for secondary schools.
The Ministry of Finance plays a role in Vocational Education and Training
(VET), sharing responsibilities with the Ministry of Education and Sport. Whi-
le the Ministry of Finance manages broader aspects of VET, the Ministry of
Education and Sport is involved in appointing teachers for general subjects
in VET schools and ensuring the coordination of the academic calendar with
other secondary schools.1
Albania has recently achieved advancements in its educational system,
particularly concerning digital transformation and the incorporation of In-
formation and Communication Technology (ICT). National strategies, inclu-
ding the National Education Strategy 2021–2026 and the Digital Agenda of
Albania, prioritize the enhancement of digital literacy, the improvement of
ICT infrastructure, and the provision of essential skills for students in the con-
temporary digital landscape. The documents emphasize initiatives aimed at
modernizing education via digital tools, enhancing technology access, and
promoting digital competence among students and educators.2
The National Education Strategy 2021–2026 aims to enhance education qu-
ality at all levels, from primary to tertiary, and incorporates initiatives for im-
proving teacher training and digital curricula. The strategy delineates objecti-
ves including the integration of ICT subjects into educational curricula and
the enhancement of access to digital learning platforms. The Digital Agenda
